Turks and Caicos beaches are public up to the high-tide point under the government's National Beach Access Policy. A villa can control the path across its own land, so a guest-only route to a quiet cove is possible. The sand below the high-tide point still isn't part of the villa.

So read the listing's "fully private" wording as a secluded beach with private access, not ownership of the shore. The listing also says tides can make the shoreline look different from the photos and that seaweed can wash up in some seasons. Ask the concierge about current beach conditions before you pay.
